Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a noncompetitive basis to Examination Management Services, Inc (EMSI). EMSI will collect over 500 samples using mobile specimen kits and collection. EMSI is a professional medical service provider that offers mobile blood collection service to industry and clinical research organizations such as NIH. The Child Psychiatry Branch, IRP, NIMH needs to establish a professional services contract with EMSI for the purpose of providing mobile phlebotomy service from probands who participated in our protocol studies and their parents and siblings. The protocols involved are: Protocol #08-M-0050 ?Biochemical Physiological and Psychological Measures in Normal Controls and Relatives of Psychiatric Patients and #03-M-0035 ?Screening Protocol for Childhood-Onset Psychiatric Disorders.? All EMSI phlebotomists have a minimum of 1 ? ? years of experience and must meet state and Federal licensing requirements. Their training and procedures also includes adherence to NIH data collection standards that were previously established through the National Human Genome Research Institute (NHGRI) for EMSI. EMSI is the only vendor we have found that can offer mobile phlebotomy collection service throughout the Unites States. Period of Performance will be from July 16, 2007 to March 31, 2008. The North American Industry Classification (NAICS) Code is 621399 and the Size Standard is $6.5 million. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number 70076 may be submitted to the NIDA, Station Support/Simplified Acquisition Branch, 31 Center Drive, Bldg 31, Room 1B59, Bethesda, MD 20892-2080, and Attention: Joseph S.
