- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ 70075 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. Delivery and acceptance will be at Bethesda, Maryland. This is a small business set aside. The National Institute on Drug Abuse (NIDA) on the behalf of the National Institute of Mental Health (NIMH) intends to negotiate using simplified acquisition techniques for 400gm of D-Glucose. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Ability to meet technical specifications and (2) ability to deliver on time and within specification. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The quotations are due July 6, 2007 by 3:00 PM EST PM EST and will be submitted to Joseph S. Cuccurullo, Contract Specialist, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892.
