Description
The USDA, Agricultural Research Service has a requirement for the development of an Emergency Preparedness Plan for the Western Regional Research Center (WRRC) located in Albany, California. It is recommended that a focus be placed on developing an all-hazard approach for this disaster preparedness. Overall, it is necessary for the WRRC Emergency Preparedness Plan to align with both state and local emergency management systems, emergency management organizations and key personnel with whom WRRC Incident Command System (ICS) personnel would interface in the event of an emergency. The plan shall encompass the inclusion of information related to the following: > California's Standardized Emergency Management System (SEMS) > California Office of Emergency Services (OES) > California-based emergency warning systems, communications, emergency digital information systems, emergency management organizations and command centers > Local (city of Albany) infrastructure, capacities and communications The WRRC Emergency Preparedness Plan must be a comprehensive document defining the locations emergency management ICS roles, responsibilities and relationship to local, regional, state and federal emergency management systems with emphasis placed upon activities occurring within the first 72 hours following an emergency incident. The content of the plan would include, but not be limited to: > Welfare of employees > Role of the Incident Command System organization within 72 hours of an event > Roles and responsibilities > Contacts to include both internal and external resources > Communications methods and strategies > Informational sources In the development of the plan, the following documentation regarding emergency planning, personnel protection, environmental health and safety will be considered for inclusion in the Emergency Preparedness Plan: > Facility emergency plans > Chemical hygiene plans > Biosecurity plans > Incident response plans > Pandemic preparedness plans Following the completion of the Emergency Preparedness Plan, it is required that a Test, Training, and Exercise (TT&E) be conducted to ensure that all members of the WRRC ICS and support roles identified under the facility's emergency management organization are familiar with proposed roles and responsibilities and that the plan is executable in the event of an emergency. Interested contractors must be able to demonstrate their qualifications and experience in developing emergency preparedness plans for a research environment.
