- Referance #: DGSMD73116 The Defense Information Technology Contracting Organization (DITCO), Contracting Division, Net-Centric Services Branch, Hardware/Software Section (DITCO/PL8322), 2300 East Drive, Scott AFB IL 62225-5406, intends to issue a combined/synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is for the purchase of CISCO routers and maintenance for DISA GIG. All quotes must be for BRAND NEW products. Quotes for used, re-furbished, etc items will not be accepted. This requirement is not set-aside. The NAICS code is 423430 (size standard 500 employees). Contract award cannot be made to any contractor not enrolled in the Department of Defense (DOD) Central Contractor Registration (CCR) program. The CCR website is http://www.ccr.gov. Originator?s Code DISA/GS221 Complete Procurement Request Number DGSMD73116 JUSTIFICATION AND APPROVAL TO PROCURE USING OTHER THAN FULL AND OPEN COMPETITION Upon the basis of the following justification, I, as Contracting Officer, hereby approve the use of other than full and open competition of the proposed contractual action pursuant to the authority of 10 U.S.C. 2304(c)(1). JUSTIFICATION 1. Agency and Contracting Activity. Agency: DISA, Satellite Management Branch (GS221), Falls Church, VA 22204 Contracting Activity: DISA/DITCO, 2300 East Drive, Scott Air Force Base, IL 62225-5406. 2. Nature/Description of Action(s). A Competitive source ?Specific Make and Model? procurement using FY07 Appropriated funding. This action is for the DISA Satellite Management Branch that is responsible for the Standardized Tactical Entry Point (STEP) sustainment program. 3. Description of Supplies/Services. DISA/GS221 requires the purchase of two CISCO Model 7613 routers. The requirement cannot be satisfied unless the following specifications/capabilities are satisfied: Cisco Router 7613 -All systems must meet the specifications listed on attached requirements/materials list 4. Identification of Statutory Authority. 10 U.S.C.2304? (1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. 5. Demonstration of Contractor?s Unique Qualifications. DISA/GS221 requests the purchase of the above routers. Primary reasons for recommending CISCO are as follows: a. CICSO 7613 routers are the lifecycle replacement of the existing CISCO 7507 routers that currently support extension of data services. These routers will allow DISA/GS221 to complete this year?s lifecycle replacement of older systems. The existing routers have reached end of life, and maintenance contracts will not be extended or renewed on these devices. b. Interoperability and compatibility with current hardware: CISCO 7613 routers being purchased will be fully compatible with systems already managed in the DISA/GS21 Data Networks. c. DISA/GS21 provides the network management and support for the entire Data Network. The new routers being purchased will be a one for one replacement, and will ?fit? into the existing architecture that already has several hundred routers in the network. The installation, operation and maintenance will be essentially seamless with the purchase of these devices. This will reduce down time and increased responsiveness, as DISA/GS21 already has the existing expertise and has technicians within each theater that are trained and certified to work on these devices. Additional update and refresher training will be provided to ensure the existing personnel are fully qualified on all new designs and hardware. d. Costs: CISCO costs are highly competitive and market research indicates that costs will be either equal or below to other systems available.
