Description
The proposed acquisition listed herein is unrestricted. The Request for Proposal (RFP) number is 07Y013174. The NAICS code is 624110. The anticipated period of performance is one 12-month base period plus two 12-month option periods. The RFP will be made available on the Federal Business Opportunities (FedBizOpps) website approximately 15 days after publication of this notice. Additionally, all amendments and responses to questions will be posted on the FedBizOpps website. No telephone, fax or e-mail requests for the solicitation will be accepted. The Office of Refugee Resettlement (ORR), through the Program Support Center (PSC), Division of Acquisition Management (DAM), is soliciting proposals for the development and maintenance of a national field coordination program that provides specialized staff support and child welfare expertise in designated locations nationwide to the Division of Unaccompanied Children's Services (DUCS) Federal Field and Central Office staff. ORR intends to acquire the services of bilingual Field Coordinators to enhance, support and facilitate the work of DUCS Central Office and Field staff, particularly in the areas of family reunification, identification and analysis of trends and special needs, and placement recommendations. This will be achieved by assigning DUCS Field Coordinators nationally to target locations. In most cases, Field Coordinators will be deployed in or around areas where a Federal Field Specialist (FFS) has been designated. Field coordinators will work closely with Federal Field Specialists, who serve as the Federal field representative of the DUCS program and are responsible for implementing Central Office policies and procedures; liaising with local immigration officials, non-profit agencies and legal service providers; providing guidance and direction to local care providers; and making transfer and release decisions for unaccompanied alien children in their designated regions. The main responsibilities of the Field Coordinators will include, but not be limited to: (1) Providing timely review, assessment, and recommendation of family reunification requests to the designated FFS; (2) Assisting the FFS in ensuring that children are placed in the least restrictive setting while receiving appropriate services; (3) Conducting regular site visits to designated DUCS-contracted care providers; (4) Participating in weekly case staffing meetings with care providers and FFS; (5) Participating in monthly collaborative meetings with local DHS officials, care provider staff, legal service providers, and the designated Federal Field Specialist; (6) Providing targeted child welfare based technical assistance to care provider staff, as directed by DUCS staff; (7) Referring at-risk children for suitability assessments and follow up services, in collaboration with care provider and FFS; and (8) Making placement referrals and recommendations for children who require more specialized levels of care, such as long-term foster care and residential treatment centers, in collaboration with care provider and FFS.
