- The Social Security Administration intends to negotiate on a sole source basis under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) ?Soliciting from a Single Source? with SSB Bart Group, Inc., for 508 Accessibility Training which must support the integration of automated software tools, assistive technology, and manual review techniques. Implicit in this requirement is training provided on how to effectively leverage SSB Technology?s InFocus Accessibility Testing Tool to perform Section 508 compliance evaluations, along with additional manual testing using assistive technologies. SSA currently maintains over 1,000 InFocus licenses which are distributed to regional developers throughout the country, who are seeking proper instruction on when and how to use the tool to augment accessibility compliance activities. As the vendor who developed the InFocus tool, SSB Technologies is uniquely qualified to help SSA developers better understand how to properly leverage its existing substantial investment in InFocus licenses. The Government anticipates the award of a firm-fixed price purchase order. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill this requirement. A solicitation is NOT available. Therefore, written and/or verbal requests for copies of a solicitation related to this announcement will not be honored. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
