Description
Request for Information Survey Software Introduction The Peace Corps (PC) Office of Strategic Information, Research and Planning (OSIRP) is soliciting information from Survey Software providers regarding survey software to conduct Volunteer surveys. Peace Corps will use the responses to this request for information to further define its requirements. Peace Corps expects that most of the information requested will be information of yours that already exists and will not require extensive data creation. Peace Corps desires to implement a commercial off the shelf (COTS) product that does not require extensive development or customization to meet our needs. The Peace Corps currently conducts two major Volunteer surveys. The surveys? purpose is to gather Volunteer feedback on their experiences with Peace Corps training, programming, living conditions, staff support, health, and personal security. The Agency uses the survey data internally for planning, performance measurement and to provide feedback to staff at the individual country level. In fiscal year 2006, there were 7749 PC Volunteers and Trainees served in 73 countries. The surveys are available to Volunteers in two formats, online and paper. User Access Requirements The surveys are anonymous, self-reported questionnaires that eligible PC Volunteers complete on paper or online via a secure online internet connection. Each online and paper survey must have a unique identifier generated for purposes of the survey which does not use respondent name, social security number or other personal identifier. The online surveys need to be hosted using a secure socket layer for confidentiality purposes. Volunteers who opt to do the survey online must be able to access a website with instructions on how to complete the survey, through the password that is provided. Online respondents must have a password that allows them to return to the survey if the connection is lost or suspended, without losing responses already entered into the online survey. The online surveys must have the ability to allow the respondent to complete the survey in multiple sessions if desired. Online respondents must be provided a method to receive a notice of completion that they can provide to their post. Online System Requirements The system must be capable of conducting simultaneous projects and accommodating multiple users at any given time. The system must provide 24/7 functionality. Technical support must be provided to both headquarter staff and Volunteers in the field. In addition to these mandatory requirements please address the following: 1. Downtime and downtime notice 2. Disaster recovery and business continuity functions 3. System monitoring 4. Data backup and storage 5. Infrastructure security 6. Technical support availability Survey Development Please address: 1. Ability to create the same surveys in both online and paper formats 2. Allows concurrent development and/or modification of surveys by more than one staff member 3. Ability to upload questions 4. Editing features available 5. Number of questions per survey 6. Number of pages the survey can be 7. Types of questions that can be included 8. Ability to group questions 9. Type of routing logic available 10. Languages available 11. Mandatory answers 12. Create custom look 13. Validate/require survey responses 14. Ability to test survey 15. Length of time survey can be fielded 16. Number of respondents who can access and answer the online survey at same time 17. Number of oversight staff who can monitor survey at the same time Survey Collection Please address: 1. Number of responses allowed 2. Response overage charge 3. Detail level on survey completion statistics 4. Ability to view live results 5. Can Volunteer view a survey completion progress bar 6. Type of reminders (e.g., follow-up with respondents who have started but not completed survey) Survey Results Please address: 1. How/when can online results be viewed 2. How paper survey responses are converted to electronic data 3. How/when can results from online and paper surveys be merged 4. Import/Export formats 5. How are blank responses handled 6. Analysis features available 7. Statistical features available 8. Reporting features available RFI Response Format and Contents In your response include the following information about your organization: 1. Your corporate capability. a. This includes existing products that meet the requirements stated in this RFI; b. Description(s) of success stories for your existing products meeting requirements similar to the requirements of this RFI, whether for US Government or other customers. Please include a high level description of such projects, such as type of customer, size of customer in terms of employees, locations, surveys, etc; 2. A high level estimate of an expected timeline in calendar months for implementation from contract start through official acceptance and use in production. Please include major milestones if any, such as initial delivery, implementation and testing of customizations, or acceptance testing; 3. Description of how your product and related services are priced, such as the software is priced (i) one time fee plus annual maintenance, (ii) annual licensing and/or (iii) on a per user, per server, or per location method. Please include whether there are any implementation, configuration or other charges. Your price estimates are not binding. 4. Include a copy of your software license and maintenance terms and conditions if any. 5. If available please include up to three (3) reference points of contact. Include the person?s name, phone number, email address, organization, project or contract description if available, your product name and timeframe in which you performed services or delivered products. 6. Administrative data: a. Your DUNS number and CAGE code; b. Small Business and other socio-economic status (e.g., service disabled veteran owned business); 7. Include a point of contact name, title, phone number, fax number, email address and physical address in case the Peace Corps has questions or seeks clarifications. An alternate point of contact may be added at your discretion; Response Due Date and Format All responses are due no later than 3PM eastern time on July 13, 2007.
