Description
NASA Johnson Space Center (NASA/JSC) intends to issue a single award Indefinite Delivery Indefinite Quantity (IDIQ) Cost Plus Award Fee contract with a Not to Exceed of $48.3M for Constellation Technical Support Contract (CTSC)with a period of performance of 5 years (inclusive of options). In support of the Constellation Program, the contractor shall provide the necessary resources to conduct engineering tasks in support of the Constellation Program Systems Engineering and Integration, Test and Verification, and Advanced Projects Offices. Examples include, but are not limited to: Systems Engineering & Integration: Requirements Management; Interface Management; Analyses, Trades & Architecture; Data Architecture, Modeling & Simulation; Systems Engineering and Integration Processes, Tools, Metrics and Training; Program Technical Integration; Program Review Integration; Horizontal Integration Test and Verification: Development Testing and Verification Planning; Avionics & Software Test and Verification; Interface and Integration Testing; Flight Testing; Verification Requirements and Standards; Master Integration and Verification Planning; Environmental Qualification and Acceptance Testing Advanced Project: Exploration Mission Analyses; Space Exploration Technical Illustration; Exploration Analog Studies; Exploration Technology Planning; Technology Task Management; Technology Assessments and Analysis; Technology Development Technical Administration and Office Support Management, Strategic Planning and Control These tasks will require working with the Constellation Program and Project Offices, other NASA Centers, and other contractor organizations. The anticipated release date of the draft Request for Proposal (RFP) NNJ07175222R is on or about August 10, 2007. The draft RFP will allow interested parties the opportunity to submit questions, comments, and innovative ideas. Feedback can be submitted up to 10 days after the draft RFP release date and is encouraged. A listing of businesses which have expressed interest in participating in this procurement will be released with the draft RFP. The anticipated release date of the Final RFP is on or about September 21, 2007 with an anticipated proposal due date of on or about November 6, 2007. The preproposal conference is anticipated to be held after the release of the Draft RFP and one-on-one interviews will be held immediately afterwards. Interested parties should submit in writing their request for a one-on-one interview with NASA regarding this procurement via email to Jessica Corley at jessica.e.corley@nasa.gov by Friday, August 17, 2007. A maximum number of 3 people per company is strongly encouraged. Please note that the ground rules for one-on-one interviews are attached to this synopsis and posted to the procurement-specific website,http://procurement.jsc.nasa.gov/CTSC/default.asp A phase-in period of approximately 30 days for the new contractor is planned. All responsible sources may submit a proposal which shall be considered by the agency. This contract will be competed using full and open competition with no restrictions with respect to current or future development contracts. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. Email is the preferred method of submission. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
