Description

The General Services Administration's Public Buildings Service (GSA/PBS), Physical Capital Asset Management Division (PGE), on behalf of the Office of Applied Sciences, intends to procure a sole source basis subscription/annual membership with Carnegie Mellon University, Center for Building Performance and Diagnostics, Pittsburg, PA for Advanced Buildings Systems Integration (ABSIC) Membership. All subscription/annual memberships will be procured under the authority of FAR 13.106-1(b) Only one reasonable source will satisfy agency's requirements. The ABSIC membership is the only such membership program available that will meet the needs of the Office of Applied Sciences. The Government intends to award a firm-fixed price Purchase Order for this annual subscription/membership on or about July 16, 2007. This notice of intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone inquiries will not be accepted. Interested persons may identify their interest and capability to respond to this requirement by Email ONLY. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the government. The government will consider all responses received by 3:30 p.m. E.S.T., Thursday, July 12, 2007. A determination by the Government not to compete the proposed contract based on responses to this notice is solely within the discretion of the government.
