Description
SCOPE OF REQUIREMENT - The Office of the Comptroller of the Currency (OCC) requires the services of a qualified contractor to program, maintain, secure, administer and score the computer-based, multiple-choice UCE test. The Uniform Commission Examination (UCE) is an OCC certification program used to assess the skills and practical knowledge of its National Bank Examiners. The bank examiners work out of OCC's 70+ offices across the country. The tests will be administered and proctored by the contractor in testing centers located within a 50-mile radius of each of OCC's offices. The contractor must have at least one testing facility within a 50-mile radius of at least 80% of the 70+ OCC offices. The UCE test is comprised of one pool of questions and the pool is comprised of about 330 questions and 12 knowledge domains. OCC will provide the pool of questions, knowledge domains, exhibit(s), multiple choice responses, answers and grading schematic. The test takes about four hours to complete. The contractor must provide the facilities, services, and related support necessary to register the test candidates and to deliver the test. The contractor must be able to offer the UCE test to the test candidates during test periods. Each test period will be about eight weeks in length. There will be approximately two test periods during the base year of the contract and during each of the four option years, if exercised. The test periods generally fall in February/March and August/ September, and there may be an estimated maximum of 125 candidates tested in a given year. HOW TO ACQUIRE A COPY OF THE SOLICITATION - The OCC anticipates issuing the solicitation through this web site in July 2007. The solicitation will contain the details of OCC's requirement, the instructions for submitting a quote, and how the quotes will be evaluated. All responsible sources may submit a quote which will be considered by the OCC. OCC anticipates awarding a contract in August/September, using the simplified acquisition process under the Test Program for Certain Commercial Items in FAR Subpart 13.5.
