- Solicitation N00421-07-T-0168 is issued as a request for quote (RFQ). This action is set aside for small business. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase order on a sole source basis with Sunair Electronics for the item listed below, under the authority of FAR Part 6.302-1. The required Sunair Tranceivers and Couplers are in support of the United States Air Force (USAF) Remote Radio Secure Voice System (RRSVS) Program, which is currently in the production stage. The continued procurement of these items from Sunair is required to maintain the configuration management, interoperability and interchangeability between vehicle platforms within the RRSVS systems. These item are only available from Sunair Electronics. Only Sunair Electronics can provide an RF transceiver and antenna coupler system that meets RRSVS requirements for height, weight and power output constraints. Due to extremely limited space within the vehicles, the radio equipment must not exceed 6 inches in height and not weigh over 50 pounds in order to fit within a 4U rack. At a height of 5.96 inches, weight of 49 pounds and output of 125 watts, the Sunair RT-9000A Radio System is the only product that satisfies all of the RRSVS specifications. However, the Government will consider all proposals received by 05 July 2007. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
