- Work consists of gate and road improvements to State Road 715 APG Northern Peninsula. The Route 715 entrance to Aberdeen Proving Ground will include five lanes each with a pre-engineered guard booth. The following structures are also included, Gate house, Search Office, Search Office Vehicle Inspection Canopy, Visitors Control Center, Guard Booth Vehicle Inspection Canopy, and a pre-engineered Overwatch building. Other features include signage, IT, active barriers, emergency generator, UPS, boundar y fencing, site lighting, traffic control devices, utility relocation, gas, water, storm drainage, plumbing, fire suppression/alarm systems and demolition. Existing underground and overhead power and communication systems will be relocated with duct bank c onstruction as part of this project. The principal NAICS Code for this project is 237990 and the small business size standard is $31 million. Issue date for the advertisement is on or about 18 July 2007 with bids opening on or about 21 August 2007. Solic itation documents, plans and specifications will only be available via the Federal Technical Data Solution (FedTeDS) homepage located at https://www.fedteds/gov/. Registration for plans and specifications should be made via FedTeDS Internet homepage. Har d copies will not be provided. No written or faxed requests will be accepted. Contractors are responsible for printing paper copies of the solicitations. All amendments to this solicitation will be posted to FedTeDS at the above address. Hard copies of a mendments will not be furnished. It is the contractors responsibility to monitor the web site for any amendments to this solicitation. All prospective contractors and their subcontractors and suppliers must be registered in FedTeDS before they will be pe rmitted to download solicitation documents/information. FedTeDS registration requires the following information: CCR Marketing Partner Identification Number (MPIN), DUNS Number or CAGE Code, Telephone Number, E-mail Address. The estimated cost range of the project is $10,000,000 to $25,000,000 and bonding is required. Liquidated Damages will be specified. Davis Bacon rate s will be applicable to the contract. This procurement is set aside for HUBZone firms except that if two or more qualifying bids are not received from a responsive, responsible HUBZone firm, the solicitation will be converted to an unrestricted procurement . Affirmative Action to ensure equal opportunity is applicable to the resulting contract. Award of the contract will be made as a whole to the lowest responsive and responsible bidder.
