- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued, paper copies of this solicitation will not be available. This is a commercial solicitation using Simplified Acquisition Procedures found in FAR Part 13, solicitation no. FA4690-07-Q-0013 and is issued as a request for quotes (RFQ) on 28 June 2007. Submit written offers only, oral offers will not be accepted. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2001-24. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). Information concerning CCR registration requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Center at 1-888-227-2423. The set-aside for this solicitation is 100% small business. NAICS code: 561621 size standard: $11.5M. This is a solicitation for an upgrade to the digital surveillance system inside and outside of the Child Development Center to include replacement of (5ea.) PC-base DVR's and (19ea.)existing B&W cameras. The upgrade will include: (5ea.) DC 7700 CMT PD/3.4 9445 1GB DVD+RW XPP SBY computer servers and (5ea.) Seagate Barracuda 7200.8-hard drive-400GB-internal-3.5?-SATA-150-22- position plug-7200 rpm-buffers:8MB hard drives; (19ea.) color dome cameras with 2.8-6.0mm lens; any miscellaneous parts for DVR, all necessary cables, and labor to install the equipment or equal products. We will be offering a job site visit at 2:00 P.M. MST on 11 July 2007 to allow you to view the existing system, to ensure compatibility with the new system and to help project labor cost. The expected completion date will be 45 days after date of award with FOB Destination for delivery to Ellsworth Child Development Center, 28 SVS/SVYC, 1314 LeMay Blvd. Ellsworth AFB, SD 57706. The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offerer whose offer conforming to the synopsis/solicitation will be the most advantageous to the Government, price and other factors considered. Award shall be based on Best Value to the Government. Best value can include but is not limited to price, delivery date, and technical capability.
