- DOE is seeking Expressions of Interest related to the digitization of legacy technical R&D reports of DOE and its predecessor agencies. THIS IS AN EXPRESSIONS INTEREST NO PROPOSALS ARE ALLOWED. Submission of a response to this request is not a pre-requisite for an interested party to participate in a follow-on solicitation should DOE, in its sole discretion, elect to issue such solicitation. The U.S. Department of Energy (DOE), Office of Scientific and Technical Information (OSTI), is seeking Expressions of Interest (EOI) from qualified sources (including U.S. commercial, not-for-profit, or joint ventures), that can provide digitization services in support of its large scale legacy digitization initiative. This initiative encompasses digitizing OSTI???s sizeable collection of approximately 850,000 reports (50 million pages). The work scope will include a formal non-monetary collaboration which will provide mutual beneficial results to both parties. The work must be performed at the DOE Office of Scientific and Technical Information (OSTI) facility located in Oak Ridge, Tennessee. OSTI is a DOE program within the Office of Science, whose mission is to advance science and sustain technological creativity by making R&D findings available and useful to DOE researchers and the American people. Should DOE, in its sole discretion, elect to issue a solicitation, DOE intends to require qualified interested parties to demonstrate that they have or would be able to obtain all required personnel and equipment to accomplish, at a minimum, the following (at contractor???s expense): ??? For each digitized item, create a machine-readable file via an Optical Character Reader (OCR) that will accompany the digitized item. ??? Provide to OSTI an electronic copy of each digitized item together with the OCR file. ??? Accommodate special handling required of fragile documents. ??? Index the digitized copy via the Site Map protocol already adopted by OSTI, so that contractor can offer contractor's customers the ability to search the legacy collection. ??? Integrate an electronic means of attribution to OSTI within the digitized copy of each document. ??? Provide periodic status reports outlining progress. ??? Within a 5 year timeframe, complete the digitization of the entire OSTI legacy collection. In response to any future solicitation, all qualified interested parties would be required to undergo a Foreign Ownership Control and Influence (FOCI) review. In addition, background checks would be required on all personnel performing work. DOE reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner DOE determines is appropriate, including, but not limited to, the creation of a competitive solicitation. An interested party should avoid including any business confidential, and/or proprietary information in its EOI. However, if an interested party must submit such information, the information must be clearly marked accordingly, and the interested party must provide sufficient justification as to why such information is business confidential and/or proprietary. DOE will review said information and safeguard it appropriately. Interested parties are requested to submit (1) an expression of interest, and (2) statement of capabilities. Please respond to this EOI by close of business 4:00 p.m. EDT on July 28, 2007, to Kay D. Brown, through the DOE???s IIPS System. DOE may ask interested parties to clarify information provided or submit additional information.
