- This publication serves as notice of intent to procure services for the Department of Commerce(DOC, National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service, located in Santa Rosa, CA on a sole source basis with Professor Colin Thorne in accordance with the authority of 41 U.S.C. 253 ( c)(1) only one responsible source. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. The purpose of this proposed contract is to conduct a literature review and training development for Stream Channel Guidance. This project conducts a thorough literature review of science and technology of stream bank stabilization, channel restoration/reconstruction, and stream corridor conservation. The project develops an annotated bibliography and develops training that provides a framework for critically reviewing and evaluating channel restoration/reconstruction projects specifically for NOAA managers. The government intends to negotiate a firm fixed price contract with a period of performance anticipated to be 15 months, commencing at time of contract award. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a small purchase action estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
