- This pre-solicitation notice is for the purpose of announcing to qualified and interested contractors the Governments intent to issue a solicitation around mid to late October 2006 for the Operation and Maintenance of the Central Issue Facility (CIF ), Fort Lee, VA. The services will be performed at Government facilities and include the issue, receipt, requisition, exchange, warehousing and turn-in of Organizational Clothing and Individual Equipment (OCIE) in accordance with AR 710-2 and other regula tory requirements. The property book for OCIE must be maintained in accordance with AR 710-2, DA PAM 710-2-1, AR 735-5, CTA 50-900, AR 700-84 and other regulatory requirements. The contractor shall maintain and be responsible for Government Furnished Pro perty (GFP) provided to the contractor and shall operate and maintain the Standard Army Management Information System (STAMIS). This requirement will be set aside for competition restricted to small business concerns. For the purpose of small businesses, the NAICS code is 493110, General Warehousing and Storage, with a $23.5M size standard. The solicitation will contain details regarding performance requirements, proposal requirements and submission deadlines. The period of performance is for a base yea r with four one year option periods. The projected start date is 1 April 2007 with a thirty day phase in period prior to the start date.
