- *Pre-Solicitation Notice Synopsis* This contract action is for services for which the Government intends to solicit and negotiate with only OCEANEERING INTERNATIONAL INC, 7001 DORSEY ROAD, HANOVER, MD 21076-1553, under the authority of FAR 6.302-1. The Prototype Geotechnical Tool Kit (PGTK) consists of a cone penetrometer and a sub-bottom profiler that can be deployed from a ship independently or from a Remotely Operated Vehicle (ROV). This system provides input data to the Near-Real Time Geotechnical Analysis (NRTGA) system in support of critical Navy survey requirements. As PGTK continues to be tested and used in the field; continuing technical, engineering, and software support is required to maintain system availability. A high level of system availability is necessary after every deployment. The level of support depends largely on problems encountered during system use and due to wear and tear as the system ages. The NFESC is requesting contractor support to supplement government technical personnel and capabilities. Additionally, during deployments, improvements and upgrades (that increase system capabilities, reliability, or availability) may be identified. These improvements and upgrades (planned and unplanned) require varying levels of contractor support. Finally, drawings, manuals, checklists, and other documentation will need to be updated or rewritten; contractor support is required for documentation support. The NAICS Code for this procurement is 541330 and the annual size standard is 500 Employees. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, inquires received within 10 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
