Description
NASA/MSFC has a requirement for Space Radiation Transport: Code Comparisons and Spatial Variations comparing several different radiation transport models in space radiation environments, and studying the variation of radiation hazard inside three-dimensional (3-D) geometries. Project deliverables: Perform comparisons of the scientific results from several selected radiation transport codes; document the simulations and analysis in brief reports and/or submission for journal publications. Prepare a manuscript for journal publication on the study of variations of the space radiation hazard within 3-D geometries. NASA/MSFC intends to purchase special studies and analysis from East Carolina University. The capability to perform such proposed analysis requires a demonstrated competence in the use and modification of the radiation shielding model, various ambient radiation models, and secondary radiation models. Competition is impractical for the following reasons: 1. This capability is needed to predict problems, analyze problems where they occur, and to modify the transport programs being studied. Dr. Lin, the principal investigator, has worked for several years in the Radiation Transport Consortium. During this effort Dr. Lin has developed unique capabilities and understanding of the transport programs being studied. The range of expertise and experience required prevent the use of other sources. 2. To develop the expertise from other sources would require additional funding. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Thursday, July 12, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
