Description
This announcement constitutes a Sources Sought Synopsis for market research purposes. This is NOT a Request for Proposal. A formal solicitation has not yet been developed, however a solicitation is planned for release during fiscal year 2007. Detailed requirements and instructions will be provided through a formal solicitation. The following information is requested to assist the Marine Corps Systems Command, Program Manager, Infantry Combat Equipment in conducting market research of industry to identify potential sources that may respond to an upcoming solicitation combining requirements for BOTH Enhanced Small Arms Protective Inserts (ESAPI) and X Small Arms Protective Inserts (XSAPI). Flexible small arms protective vest body armor solutions may also be available. ESAPI designs must meet the performance specifications set forth in Purchase Description CO/PD 04-19D, provided as an attachment to this Source Sought Synopsis. ESAPIs, when placed in the Outer Tacti cal Vest (OTV) or Modular Tactical Vest (MTV) pocket of the Multiple Threat Body Armor (MTBA) / Interceptor Body Armor, shall provide ballistic protection from specific 5.56 mm and 7.62 mm ball and AP rounds. The MTBA is a system that also provides hand gun and fragmentation protection and includes detachable neck and groin ballistic protection. XSAPI designs must meet the performance specifications set forth in Purchase Description FQ/PD 07-03A, also provided as an attachment to this Source Sought Synopsis. XSAPIs, when placed in the OTV/MTV pocket of the MTBA / Interceptor Body Armor the insert, shall provide ballistic protection from specific 5.56 mm and 7.62 mm ball, AP and WC rounds. Any flexible body armor designs must meet the performance specifications set forth in Purchase Description FQ/PD 07-06, also provided as an attachment to this Sources Sought Synopsis. Offerors are also requested to provide a capabilities statement no later than 2:00 P.M. on Wednesday, 11 July 2007. Statements can be submitted electronically to the Contract Specialist, Lisandra Torres, at lisandra.torres@usmc.mil. Offerors wishing instead to mail their capabilities statement can do so to the following address: Commander, Marine Corps Systems Command, Contracts Directorate CT023, Attn: Lisandra Torres (Ref: RFI M67854-07-I-3055), 2201A Willis Street, Quantico, VA, 22134-5010. The capabilities statement shall include the following: a technical description of offerors? ESAPI and XSAPI (or flexible armor) designs and how they meet the performance specifications, a brief summary of monthly production capacities for both ESAPI and XSAPI (or flexible armor), and a feasible delivery schedule for each design. The United States Army is currently conducting a solicitation for ESAPI and XSAPI (or flexible armor). Potential offerors interested in submitting ESAP I and XSAPI (or flexible armor) designs for the upcoming Marine Corps solicitation shall also discuss in their capabilities statement how an award under the Army solicitation will impact their ability to participate in the Marine Corps procurement. Offerors may submit a summary of any independent test results available showing that their designs conform to the performance specifications. Capabilities statements shall be accompanied by a cover page that includes the name, telephone number, and e-mail address of a company representative, the company?s address, and their CAGE Code. Capabilities statement shall be limited to no more than 5 single-sided, type-written pages total, not including the cover page. Information submitted in response to this notice will be treated as potential source selection sensitive information and not generally releasable to the public. It is potential offerors? responsibility to monit or this site for the release of any synopses or solicitations. The submission of this information is for planning purposes only and is not to be construed as a commitment by the Marine Corps to procure these items, to pay for the information requested, or to award on the basis of this sources sought notice.
