Description
This is a Sources Sought Synopsis to identify technically qualified contractors interested in operating a Base Supply Center (SERVMART) at the Naval Station, Guantanamo Bay, Cuba. The purpose of any resultant contract will be to provide activities at Naval Station with a wide range of quality Javits-Wagner-O?Day (JWOD) and open market items, at discount prices, and meet the customer?s same-day shopping needs. The equipment/supplies offered shall be of the type that is typically carried and offered in standard office, hardware, electrical, gallery supply warehouses and retail stores. This acquisition will be conducted under North American Industry Classification System (NAICS) 452990, All Other General Merchandise Stores, which establishes a small business standard of $10.5M. Any resultant contract will be a no cost service contract with a base year and four one year option periods. Each purchase transaction is considered a stand-alone sale. The contractor?s operating costs would be recovered as part of the product pricing markup. The U.S. Government will provide the buildings and some maintenance services. The Contractor will provide the necessary management, personnel, some maintenance, furnishings, fixtures, equipment and supplies to operate the retail store. Supplies and equipment required to perform under any resulting contract may include shelving, display cases, cash registers, point of sale system, and material handling equipment. The Contractor would be required to offer and distribute JWOD products and will not offer for sale commercial items that are identical or essentially the same as the JWOD items. In addition to the requirement for a Base Supply Center, the contractor will be required to participate in DoD E-Mall and provide an electronic file of their catalog and CD?s of the walk-in store catalog to customers upon request. The purchase of supplies/equipment will be made with the U.S. Government Credit Card, individual U.S. Government activity purchase/delivery orders, and contractor and personal credit cards. Sales under the terms of any resulting contract are anticipated to be approximately $1,300,000 per year. However, any resulting Base Supply Center Contract, itself, is not a mandatory source of supply. Under any resulting contract, the U.S. Government is not required to acquire any item from the Contractor, except for base critical items, Hull items, and hurricane items. Note that the Service Contract Act does not apply to this effort. Security clearances, Visas, and passports are required for contractor employees on-site at Naval Station. The Contractor will not be an agent of the United States Government and shall not in any way represent that it is an agent of the Government. The Contractor will not obligate the United States Government or the Naval Station in any way. Sales will neither be guaranteed nor promised under any resulting contract. Interested firms shall provide the following information: (1) No more than a 5 page summary demonstrating their financial and technical capability to perform the following services: a. Integrated logistic support services, including inventory and logistics distribution for the Naval Station, including maintaining a stock of approximately 1300 items; b. Provide free delivery service (with no minimum required); c. Participate in the DOD E-Mall by providing an electronic file of the Contractor?s catalog; and d. Provide CD?s of the walk-in store catalog to customers upon request and each time the catalog is updated. (2) Address experience in performing contracts (maximum of 4 contracts) that are similar in size, scope, and complexity as the proposed Base Supply Center contract. (3) Indicate your business size under NAICS 452990?large business, small business, veteran-owned small business, service disabled veteran-owned small business, HUBZone small business, 8(a) , small disadvantaged small business, and/or woman owned small business. This is a request for information only. This announcement does not constitute a request for proposal or an indication that the Government will contract for these services. Any information received in response to this announcement will be used to determine the availability of interested sources that are qualified to operate a base supply center.
