Description
This Pre-solicitation constitutes notice of an OMB CIRCULAR A-76 posting of the DRAFT 80% SOLICITATION with separate posting of Sections C and J at http://esol.navfac.navy.mil. This Pre-Solicitation Notice is for an OMB Circular A-76 (Revised May 2003) Public-Private Competition, using the standard competition process, to provide Management, Personnel, Training, and Education (MPT&E) Administrative Support Services at 170 locations throughout the continental United States (CONUS) and Puerto Rico. MPT&E is the new organizational enterprise resulting from the merger/realignment of the Bureau of Naval Personnel (BUPERS) and Naval Education & Training Command (NETC). Approximately 486 Department of Defense incumbent service providers are affected by this public-private competition. The projected performance periods will include a Phase-In period of four (4) months, an eight (8) month base performance period, and four (4) twelve (12) month option periods for a total performance duration of five (5) years. A performance-based, firm fixed price type contract is anticipated. PARTICIPATION IN THIS ACQUISITION IS UNRESTRICTED. In accordance with FAR 15.1, the Competitive Sourcing Acquisition Center of Excellence (CSACOE) Charleston, SC will be using the LPTA source selection process for this acquisition, please refer to sections L & M of the draft solicitation for details regarding the evaluation criteria and submission requirements. The North America Industry Classification System (NAICS) code for this acquisition is 561110, Office Administrative Services and the small business size standard is $6.5 million. Availability of the draft 80% solicitation will be limited to electronic medium which is available for download via the NAVFAC Electronic Solicitation (ESOL) website at http://esol.navfac.navy.mil under solicitation number N69450-07-R-0559. The official plan holders list will be maintained on and can be printed from the website. All prospective Offerors and plan rooms are encouraged to register as plan holders on the website. Plan holders lists will only be available from the website. Registering Offerors and plan rooms must provide a complete name, complete mailing address and area code and phone number, Offeror type (prime contractor, sub contractor, supplier or plan room), email address and size (large business, small business, small disadvantaged business, woman owned small business or other). Notification of any changes (amendments) to the solicitation will be made only on the Internet. It will be the contractor's responsibility to check the website for any posted changes. WORKLOAD DATA Please note: The workload data provided in Section J, ATTACHMENT J-0301000-03 has not been finalized and is being presented to help identify the locations and representative quantities of services required. Ongoing efforts to refine these projections will continue and the results will be provided in the final Request for Proposal (RFP) solicitation. ATTACHMENTS J-0200000-03 (Service Contract Act Wage Determinations), JL-4 (Pricing Summary), JL-5 (Staffing Summary), and JL-6 (Pricing Summary) are not being posted at this time. COMMENTS are requested no later than 1500 hrs EDT, 20 July 2007. Solicitation is anticipated to be issued October 2007.
