Description
The Naval Air Warfare Center Weapons Division, (NAWCWPNS) China Lake, CA intends to negotiate and award a Level of Effort (LOE) increase on the existing Cost-Plus-Fixed-Fee (CPFF) contract on an other than full and open competition basis in accordance with FAR 6.302-1 to Crews, Luke L., Incorporated, Doing Business As (DBA) Advanced Technology Analysis and Computing (ATAC), 917D Inyokern Road, Ridgecrest, CA 93555, to provide performance based engineering services to transition Automatic Radar Periscope Detection and Discrimination (ARPDD) technology to the MH-60R helicopter, which uses an AN/APS-147 radar. The ARPDD program involves two major areas - technical and programmatic. Technical system engineering efforts include providing support for the design, development, and integration of the ARPDD system in the AN/APS-147 radar. The contractor shall provide support for the design, development, and integration of the ARPDD system into the AN/APS-147 radar. This type of support requires a broad range of skills and knowledge of Radio Frequency (RF) systems, radar, pattern recognition, all phases of integration and testing of a radar system, and integration and testing on airborne and surface platforms. This effort also requires past historical knowledge of previous ARPDD problems and their solution in order to successfully transition ARPDD to a new platform. Programmatic tasks include providing ARPDD technical expertise, programmatic recommendations, input to the program budget, schedule and presentation, as well as participate, coordinate, plan, and host conferences and events with all participants, provide input or prepare project documents, identify required tasks, follow up on action items, assist in the preparation of technical briefs and technical documentation required to support project events and meetings. ATAC possesses the unique qualifications and resident technical expertise to perform this effort due in part to the highly technical and historical experience needed. With their unique knowledge of the ARPDD program, ATAC will support successful implementation of ARPDD to the MH-60R helicopter using AN/APS-147 radar within the time required to meet the fleets requirements. Additional hours are required for a period of performance of two weeks during the exercise Valient Shield. The Level-of-Effort increase is estimated to be approximately 275 hours. Award will be made on or about July 6th, 2007. Any firms believing that they can provide the required services may submit a written response to be received at the Contracting Office no later than 14 days after the date of publication of this notice. The firm must clearly show their ability to perform the work without compromising the quality, accuracy, reliability, and delivery of the product to the war fighter.
