- THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Naval Air Systems Command, Aircraft Division (NAVAIR AD) intends to issue a Sole Source, Firm Fixed Priced (FFP) Simplified Acquisition Procedures (SAP) purchase order with PBM Associates, Inc. for Quality Assurance (QA) technical training and related documentation for NAVAIR PMA-231 QA personnel using the modified Standard Interactive Electronic Technical Manuals (IETMs) Viewer (NSIV). These IETMs can only be accurately viewed using a NSIV. PBM Associates, Inc. is the only known source with the technical knowledge necessary to train the Government on the use of the modified NSIV because it is the company performing the modifications to the NSIV. The training course is critical to ensure PMA-231 QA personnel gain the necessary skills to perform a QA review of data received from the conversion sources and the Original Equipment Manufacturers (OEMs). Additionally, once the training and modification of the NSIV have been completed, PMA-231 QA personnel will immediately apply the QA review process to reduce the backlog of IETMs awaiting a quality control check. The North American Industrial Classification System (NAICS) code for this requirement is 611430 and the Federal Supply Class (FSC) Code for this requirement is U099. The closing date for this synopsis is 12 July 2007.
