Description
This is an amendment to the posting for the JetSCAN Oil Debris Analysis Systems posted on 23 April 2007. The original synopsis was coded incorrectly the correct coding should be as follows: Classification code 66 and NAICS Code: 334519. SYNOPSIS DESCRIPTION.......................................................The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Data Systems & Solutions, Reston, Virginia for the procurement of two (2) JetSCAN Oil Debris Analysis Systems with F-402 and J-52 licenses as well as four (4) J-52 licenses for existing JetSCANs. To maintain flight safety, the main engine and gas turbine starter/auxiliary power unit undergo a periodic oil debris inspection to detect accelerated wear of critical oil-wetted components. If an inspection results in the presence of abnormal debris types or quantities, a special material composition analysis is then required to determine the suspect engine components generating the debris. The JetSCAN performs this special material composition analysis and reports the data required for the engineering community to make an engine serviceability recommendation. This procurement is in support of the AV8B program. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own current data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
