- NAVAIR NAWCAD Lakehurst intends to enter into a sole source delivery order with the Bell-Boeing JPO (BBJPO) under the N68335-06-G-0007 Basic Ordering Agreement (BOA), for the purchase of a feasibility study. The purpose of this study is to analyze the feasibility of the Automatic Boresighting Equipment (ABE) system as a means to align the following avionics systems on the CV-22 aircraft: DIRCM, FLIR, MMR, LWINS, SIRFC, and RMWS. The Navy does not own the specifications, drawings, and related data to permit full and open competition. BBJPO, the designer, developer, and integrator of the V-22 Aircraft Weapons System, is the only company that possesses the necessary design data of the CV-22 systems to conduct this study. BBJPO is the only source possessing the requisite system knowledge, engineering expertise, aircraft integration information, and technical data needed to conduct this study required to support the V-22 Aircraft. The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
