Description

The Government intends to solicit and negotiate a one year with 4 one year options contract, on a sole source basis with Rolls-Royce Corporation, Indianapolis, IN under the authority of FAR 6.302-1, for Contractor Field Service (CFS) to support the AE1107C engine used on the MV-22 Osprey during extended deployments, outside the continental United States (OCONUS). An extended deployment is defined as any deployment lasting longer than 30 days. CFS shall assist in determining when the engine/WRA/LRU/component should be removed and routed to the Contractor for repair, provide informal maintenance training to Government personnel and assist in some maintenance activities. The basis for the sole source determination is that Rolls-Royce is the manufacturer of this engine and only Rolls-Royce has access to critical technical data needed for support of the AE1107C engine. This notice of intent is not a request for competitive proposals. However, interested parties may submit a capabilities statement in which they identify their interest and capability. All capabilities statements received by 11:00 AM Eastern Daylight Savings Time, 9 July 2007, will be considered by the Government solely for the purpose of determining whether to initiate a competitive procurement. Capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received.
