Description
The Bureau of Reclamation intends to award a sole source procurement to the Stockholm Environment Institute. The contractor, Stockholm Environment Institute, will provide technical assistance in the update and adaptation of the Klamath Basin Hydrologic/Economic Model (KBHEM) to reflect current and potential operational and management strategies, add representation of groundwater supply, and interact dynamically with the basin-wide planning model. This procurement represents the final phase of a two-year effort to integrate the project-scale KBHEM with the basin-wide water resources planning model and to update and upgrade the representation of hydrologic and economic elements of the system. The estimated period of performance is two to three months. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government believes that only one responsible source can provide the scope of required services. The applicable contractor staff executed Phase I of the project, and solely possess working knowledge of the KBHEM as the developer of the software, and have executed model code development in conjunction with the Government the first year of the project. The Government would incur unspecified start-up costs, delays in project completion, and loss of technical experts if another source were to be considered. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms believing they can provide similar requirements must provide supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirement. This is not a request for competitive quotes. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by Fax at (303) 445-6345, Attention: Ann R. Manning, Contract Specialist/Contracting Officer. Responses should include the firm's DUN and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify themselves as either small business, or other than small business, in accordance with the size standard for (NAICS) Code 541690 which is $6.5 Million. This notice may represent the only official notice of such a solicitation.
