- Vicksburg Consolidated Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Instron Schenck Testing Systems Corp., 825 University Ave., Norwood, MA 02062-2643 for an upgrade to the controller and acquisi tion hardware and software for an Instron 4206 mechanical testing machine. This procurement is being conducted under Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies or services will satisfy agency requirements. Instron Corporation is the manufacturer of the existing machine and is also the sole proprietor of the existing software that presently operates the testing machine. The government intends to acquire a commercial item using FAR Part 12. Interested organ izations may submit their capabilities/qualifications to perform the effort in writing to the identified point of contact no later than 1000 hrs Central Time Zone on 29 June 2007. Such capabilities/qualifications will be evaluated solely for the purpose o f determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discreti on of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
