Description
This is a NOTICE OF INTENT for Solicitation FA4861-07-R-C004 for a SOLE SOURCE PROCUREMENT. The purpose of this project is to further enhance the capabilities of the ScanEagle UAS, herein referred to as the Insight UAS, and to perform advanced technology development and demonstrations exploring emerging capabilities for both the Insight and the Integrator UAS. The effort will look across multiple mission and technology areas: sensors, sensor performance, control, communications, weaponization, reliability, sense and avoidance, and payload re-utilization, with effort to maintain commonality of capability between the Insight and Integrator UAS. This effort will also encompass activities for the US Navy [e.g. China Lake and the Space and Naval Warfare Center (SPAWAR)] to include UAS acquisition, training, and support for the development of new concepts of employment/operations and tactics, techniques, and procedures. Finally, the effort will include the integration, demonstration, development, and enhancement of payloads to improve shipboard situational awareness and intelligence gathering missions. The project will also include engineering and demonstration support, on a task order proposal basis, for government developed payloads, not to exceed 15 demonstrations. CLINS will include Advanced Concept Development, Concept of Employment (CONEMP) Development System, Automatic Identification System Integration. Optional CLINs include: CONEMP Development System Spares and Support, Advanced Concept Development Phase II, Spike Missile Integration and Demonstration, Miniature Synthetic Apeture Radar Integration and Demonstration, and Automatic Identification System Productization. Nellis Air Force Base, NV intends to award a Sole Source award to the Insitu Group, Inc. a certified HUBZone of Bingen, WA for the above services. **PLEASE NOTE THAT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the services as detailed above. Respondents must be able to provide a ScanEagle. Responses may be sent via e-mail to amy.ciaravolo@nellis.af.mil, or mailed to 99th Contracting Squadron ATTN: Lt Amy Ciaravolo/LGCC 5865 Nellis AFB, NV 89191-7063. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by Close of Business (COB), 15 Jul 07, a Sole Source contract with the Insitu Group, Inc. will be issued. Respondents who need a copy of the RFP should submit a request to the Contracting Officer or Contract Specialist by 15 Jul 07.
