- This is a combined synopsis/solicitation for various pieces of protective gear and simulated combat training equipment prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is issued as a Request for Quotation (RFQ). This is a commercial requirement set-aside for small business. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The NAICS code for this solicitation is 332992. The size standard for a small business under this NAICS code is one that employs 1000 employees or less. Quotes should be in the following format: unit price for each item, price per contract line item number (CLIN), and total price for combined line items. Award Basis: Best Value. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors?Commercial, applies to this solicitation. The following factors will be used to evaluate the offer: price, technical capability, quality, and warranty. CLIN 0001 9mm Cartridges (102 CS) Color: Red; 1,000 rounds per case - reduced-energy, non-lethal cartridges with detergent-based, water-soluble color marking compound; visible impacts allow accurate assessment of simulated lethality; and tactical accuracy up to 25 feet; same specs as CLIN 0001; CLIN 0002 PROTECTIVE MASK (12 EA) Face mask designed to allow user to communicate effectively during exercises. Face mask provides good peripheral vision through scratch resistant anti-fog coated visor and can be worn with eyeglasses. Both visor and frame to be guaranteed to withstand the impact of all simunition cartridges. Easy to clean, one-size fits all design with an adjustable strap; CLIN 0003 THROAT COLLAR (12 EA) Size: Small/Medium (14?-17?), throat collar to fit snugly around the neck and to be made of high quality nylon (or similar material); CLIN 0004 THROAT COLLAR (12 EA) Size: Large/X-Large (18?-21?) throat collar to fit snugly around the neck and to be made of high quality nylon (or similar material); CLIN 0005 GROIN PROTECTOR, MALE (12 EA) Groin protectors are externally worn protective gear and have adjustable straps; CLIN 0006 GROIN PROTECTOR, FEMALE (12 EA) Groin protectors are externally worn protective gear and have adjustable straps; CLIN 0007 M4/M16 CONVERSION KIT (12 EA) Conversion kit allows M4/M16 to be converted so it can used with the simunition rounds; CLIN 0008 M9 CONVERSION KIT (12 EA) Conversion kit allows for M9 to be converted for use for 9mm simunition rounds.
