- The James A. Haley Department of VAMC, (90C), Tampa, Florida, anticipates award of a firm fixed-price contract for Architectural and Engineering Design services for the following requirement: Design 30,000 SF two (2) story Primary Care Addition (PCA) with covered walkway at the VA Brevard County Outpatient Clinic (OPC) located in Viera/Melbourne Florida. Requirement/services include but are not limited to preparation of design development drawings, construction documents, project specifications, cost estimates, submittal schedule, as well as construction period services. The applicable North American Industry Classification System (NAICS) code for this procurement is 541310, size standard $4.5 million. Responses to this announcement shall determine if sufficient experience and competition exists in the small business community in order to set this procurement aside solely for Veteran Owned Small Business (VOSB) and/or Service Disabled Veteran Owned Small Business (SDVOSB) concerns. If there is not sufficient qualified VOSB/SDVOSBs a full and open competition will be held. The anticipated release date of the solicitation package is 02 August 2007. After the qualifications have been reviewed and interviews conducted, negotiations will be conducted and an award decision will be based on a reasonable price determination. Estimated value of design is between $500,000.00 and $1 Million. NOTE: Due to the need for multiple site visits and coordination on design reviews, this procurement is restricted to firms located in the State of Florida. In addition, per-diem is not authorized; however, travel reimbursement will be limited to mileage outside a 70 mile round trip radius of the VA facility. Reimbursement is at the Joint Travel Regulation published rates for the period in which travel is made. Travel within the 70 mile round trip radius is considered local travel and not reimbursable. There is no RFP/Solicitation package to download. No technical data or plan holder list will be issued. Interested firms shall submit their notice of interest along with qualifications and experience details outlined below. Submit package to Contracting Officer (90C), James A. Haley Medical Center, 13000 Bruce B. Downs Blvd., Tampa, Florida 33612, and reference the announcement number and project title listed. Submit brief details outlining: DUNS number; Design knowledge and experience in general; Design experience with the Department of Veterans Affairs (VA); Design experience with Medical Facilities; Past performance on contracts with the VA or Federal Government if no VA experience; Location in relation to the Brevard OPC Facility; and Knowledge of local conditions and codes. Once the solicitation is issued, firms will be screened and evaluated by a selection board, with particular emphasis on firm's knowledge and experience designing systems/projects for medical facilities specifically for the VA and for the Florida environment. The top 2 to 3 firms will be short listed and interviewed. Interested parties shall ensure current State Licensing, shall have current registration within the Central Contractor Registration (CCR) system (www.ccr.gov) and the VETBIZ VIP system (http://www.vip.vetbiz.gov), as well as the VETS 100 program (http://vets100.cudenver.edu/vets100.asp). Also, ensure current annual Representations and Certifications are filed online at http://orca.bpn.gov.
