- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13. The NAICS Code for this requirement is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. The Federal Bureau of Investigation intends to award a firm-fixed price contract as a result of this solicitation. The requirement is for Agilent Spectrum Analyzer Upgrades from the E4407B to E4407BU-H70 (Quantity-10). This upgrade will enhance the spectrum analyzers to give it the capability to provide a 70MHz IF output on the rear panel. This requirement is brand name specific. Quotes shall include all shipping costs as applicable and all applicable labor charges associated with installation. All deliveries under this requirement will be FOB destination. Responses shall be submitted via electronic submission to Lauren Yates at lgyates@fbiacademy.edu and Amy Lacy at aelacy@fbiacademy.edu . The due date for responses to this RFQ is on or before July 3, 2007, 10:00 am Eastern Daylight Time. Responses must be marked as follows: "E004963." All correspondence regarding this requirement must be submitted via email to Lauren Yates and Amy Lacy. This RFQ incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2005-17. The provision at FAR Clause 52.212-1, Instructions to Offerors (Sept 2006) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: "Submit offers electronically to lgyates@fbiacademy.edu and aelacy@fbiacademy." Provision 52.212-2 Evaluation, Commercial Items (Jan 1999) is incorporated by reference. This requirement will be awarded to the low price technically acceptable (LPTA) offeror. Provision 52.212-3 Offeror Representations and Certifications-Commercial Items (Nov 2006) is incorporated. Contractors may submit their online Representations and Certifications Application (ORCA) at the following government portal: http://orca.bpn.gov. Clauses 52.212-4 Contract Terms and Conditions-Commercial Items (Feb 2007), and 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items (Mar 2007), apply to this solicitation. The awardee shall be registered in the Central Contractor Registration Database. In addition, the required piece of equipment is considered a critical asset. Prior to award, the intended awardee will be required to submit documentation to include a Standard Form SF328 and a Key Personnel Listing.
