- Description
- This is a combined synopsis/solicitation to obtain commercial services and Commercial Off The Shelf products prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. his is a Request For Proposal issued under solicitation number RFPCID000062. The North American Industry Classification System (NAICS) code for this acquisition is 541519. The size standard for this NAICS code is 23.0 million annually. This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC 2005-16 effective March 22, 2007). This acquisition will procure commercial services for a period of 5 years: Base Year (12 month period) and four (4) ? 12 month Option Periods. The objective of this solicitation is to procure commercial services and Commercial Off the Shelf products to assist with the National Gang Intelligence (NGIC) support to law enforcement. The contractor will be required to; design, develop, integrate, test and implement a set of capabilities that meet the requirements outlined in the NGIC System Requirements Specification (SRS) including: implementing a gang intelligence analysis and workflow capability; providing a single point of entry for gang-related intelligence analysis; providing a Signs, Symbols, and Terminology (SST) database that identifies the characteristics of gangs; and facilitating information sharing among law enforcement agencies. This includes enhancing user interaction with the NGIC system, training users, exploiting and utilizing Commercial Off The Shelf (COTS) products where appropriate, and delivering a fully accredited system to the users. The NGIC information technology support system will be a Sensitive, But Unclassified (SBU) system. The place of performance will be the contractor?s facility. Frequent travel to NGIC, DOJ and FBI Headquarters and other Washington, D.C metropolitan locations for meetings and briefings will be required. FAR Part 52.212-1, Instructions to Offerors-Commercial as well as Section L of the Request For Proposal. The evaluation of the proposals shall be in accordance with Section M. All offeror?s are to comply with Section K of the RFP which includes a requirement to complete 52.212-3, Offeror Representations and Certifications-Commercial Items. Clause 52.212-4, Contract Terms and Conditions-Commercial items as well as the contract terms and conditions contained in the RFP. Order of Precedence: If a conflict in terms between 52.212-4 and terms contained in the RFP occurs, the RFP takes precedence. Please follow the instructions as delineated in Section L.1.d of the RFP. The contact information for questions relating to this RFP is delineated in Section L. This is modification number 3 for RFPCID000062. The posting on June 4, 2007 states the response date of July 11, 2007. Please note that the response date is July 9, 2007, as posted in the Fed Biz Ops on June 4, 2007, under RFP, Section L and the answers to the questions on June 18, 2007, which indicated the following: The deadline of Monday, July 9, 2007, 2:00 PM EST to submit proposals is firm and will not be extended.
