- Description
- The Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE) Office of Investigations (OI), proposes to enter into a contract on a basis other than full and open competition from Motorola, Inc., 7031 Columbia Gateway Drive, Columbia, MD 21046. To address mission-critical law enforcement requirements of OI, a new digital Key Management Facility (KMF) system is required. ICE components rely heavily on tactical wireless communications in order to accomplish their missions and ensure officers? safety. A significant portion of the legacy equipment and systems that comprise ICE?s tactical wireless communications systems are analog, wideband equipment that does not meet current standards for interoperability, encryption utilization ), and narrowband communications (More efficient frequency spectrum utilization). This proposed procurement will address many of these limitations by procuring a digitally, encrypted, narrowband, interoperable wireless communications key management system to meet high-priority, risk-based requirements of OI and satisfy Congressional direction to transition from analog to digital communications. Only Motorola?s Corp. system has been accepted through testing and is currently deployed in the field utilizing these previously delineated requirements. This system includes installation and data uploading.
