Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Molecular Imaging Program (MIP) plans to enter into a sole source procurement for Eppendorff Mastercycler EP Realplex 4S System from Eppendorff North America Inc., One Cantiague Rd, Westbury, NY 11590. The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. This acquisition will be processed under FAR Part 12 Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. Eppendorff is the only source known to the NCI researcher that has a real time PCR Instrument which will meet their research needs as detailed. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow the NCI researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm EDT, on July 9, 2007. Faxed and emailed capability statements are NOT authorized. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION Part I: Background information and Description of Acquisition Title: Eppendorf Realplex real time PCR Instrument Purpose/Brief History: Molecular Imaging plays a major role in cancer detection and treatment. Recognizing this, the CCR actively invests in clinical and basic imaging research. The CCR supports investigation in advanced magnetic resonance imaging (MRI), positron emission tomography (PET), and computed tomography (CT), and optical techniques. The CCR has initiated a Molecular Imaging Program that includes the development and testing of tissue-specific MRI, PET, radionuclide, and optical imaging probes for the detection of cancer. The Molecular Imaging Program designs, develops and tests novel targeted imaging probes for the detection and characterization of cancer. The identification of tissue specific gene expression and protein abundance are essential techniques. Recent advances into the molecular pathogenesis of cancer provide unprecedented opportunities for discovery and development of novel, molecularly targeted imaging agents. The challenge to discovery and development remains the definitive validation of human cancer-pertinent molecular targets. The Molecular Imaging Program is actively identifying novel molecular targets important in cancer imaging using public available resources. After target identification the validation is a major step towards designing clinically relevant imaging bioprobes. One project in the Molecular Imaging Program screens for differential expressed genes in cancer versus normal tissues. The real time PCR instrument enables rapid validation of potential target and facilitates the development of novel targeted imaging agents for cancer. PART II: Facts and reasons to Justify Other than Full and Open Competition Statutory authority FAR 13.106(b)(1) b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). (2) For sole source acquisitions of commercial items in excess of the simplified acquisition threshold conducted pursuant to subpart 13.5, the requirements at 13.501(a) apply. Justification: The Eppendorf Mastercycler ep realplex is the sole real time PCR instrument on the market to feature a temperature gradient function. The Eppendorf Mastercycler ep realplex includes innovative Eppendorf Thermal Sample Protection technology which prevents premature heating of the samples. This is essential in order to reduce the amplification of nonspecific PCR products during the heating phase. The Mastercycler ep realplex is Licensed under Applera's US Patent No. 6,814,934 for use in research and all other applied fields except human in vitro diagnostics. The unique features of the Eppendorf Mastercycler ep realplex system are as follows: - Gradient function (up to 24degreesC) - Fastest ramping speed (up to 6degreesC/sec) - Steady slope technology (ensures a perfect transition between gradient feature and optimized temperature in your experiment, prevents premature heating of the samples) - LED excitation source (96 LED array) - New-type channel (the most sensitive available photomultiplier detection) - Four-color systems (520nm, 550nm and the 580, and 605nm filter set) - 9 orders of linear detection range (single molecule detection sensitivity) - Multiplexing capability - 2-year warranty on the entire system - Lifetime warranty on the excitation source - Open system approach for reagents and consumables (any real-time PCR reagent and 0.2ml formatted vessel can be used - No Reference dye required (because of the advanced optical design, the reference dye is not required) - Database concept for secure acquisition and storage of data - 5ul reaction volumes (allows for significant cost savings) - Modular system (the thermal module is coupled with the optical module of choice) - Can be used as a regular PCR instrument - Licensed under Applera's US Patent No. 6,814,934
