- The Food and Drug Administration intends to award a sole source purchase order to Spiral Biotech, Inc under the authority of FAR part 6.302. The award will be a fixed price and made under the authority of FAR part 13, Simplified Acquisition Procedures. Spiral Biotech is located on 2 Technology Way, Norwood, MA 02062-2633. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The FDA's Division of Microbiological Studies will procure a Spiral Biotech QCount Automated Colony to assist in the development of methods for Food Safety. The system will be capable of automatically determining the background color of an agar plate, differentiating bacterial colonies on that plate at sizes as small as 80 microns (0.08) and counting those colonies in a variety of patterns based on the pouring or streaking pattern. This system is also capable of making a plate count in as little as one second and thus can process hundreds of plates per hour. This procurement also includes Software for automated colony detection. This notice is not a Request for Quotes (RFQ); it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding a contract. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this notice of proposed contract action. Contractors who believe they possess the expertise and experience shall submit technical capabilities in writing (not to exceed 5 pages) to: Dominique Malone Food and Drug Administration 5630 Fisher?s Lane Rockville, MD 20752 or electronically to: Dominique.malone@fda.hhs.gov Voice communications will not be entertained. Responses shall be received not later than 4:00 p.m. local prevailing time, July 2, 2007. All documentation shall become the property of the Government. This synopsis neither constitutes a Request for Quotes, nor does it restrict the Government to a particular acquisition approach. This synopsis should not be construed as commitment by the Government for any purpose other than market research.
