Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, National Marine Fisheries Service (NMFS) National Marine Mammal Laboratory (NMML) located in Seattle, WA intends to acquire support service for coordinating studies of North Pacific Killer Whales. The period of performance is from date of award through June 15, 2008. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 234 (c) (1), Only One Responsible Source. The known source is the Center for Whale Research. Background and problem statement: Basic questions about the population biology of North Pacific killer whales remain unanswered, despite an increase in data collection over the past decade. In recent years, the extent of field studies has increased, and numerous government, university, and independent researchers are collecting killer whale data in coastal waters from California through Alaska, and also in parts of Russia. Within this area, two populations of killer whales have been designated as depleted under the U.S. Marine Mammal Protection Act (MMPA), and one population has been listed under the U.S. Endangered Species Act (ESA). Additionally, predation by killer whales has been implicated in the declines in abundance of several protected marine mammal species, they compete with long-line and trawl fisheries, and by-catch levels of killer whales in commercial fisheries cannot be properly evaluated because of uncertainties in population structure and abundance. Therefore, there is a strong need for collaborative and coordinated studies to take advantage of this growing and extensive amount of data to perform required stock assessments, particularly to fill key data gaps on abundance, population structure, distribution and movements, and foraging ecology. In FY05 the US Congress appropriated funds to the U.S. Marine Mammal Commission to review the role of killer whales in marine ecosystems. In response, the Commission produced a research plan designed to fill key data gaps, and facilitated the establishment of the Killer Whale Ecological Studies Team (KWEST) to implement this research plan. KWEST will be responsible for facilitating collaborative analyses of existing data, pursuing sources of funding and implementing new studies, and integrating the results of new studies into coordinated analyses. This collaboration will lead to studies of killer whales in the North Pacific on an unprecedented scale. To implement the research plan, there has to be both a willingness of the researchers to participate and also a means different datasets to be integrated. This contract will address both these issues. For the past three decades, CWR has conducted an ongoing monitoring project of killer whales in the NE Pacific. CWR therefore has an unprecedented history of killer whale research, and a long history of collaborative studies, working closely with independent and academic research groups, as well as government research agencies both in the U.S. and Canada. In recent years, CWR has been involved in active collaborations with NOAA/NWFSC and NOAA/AFSC to facilitate stock assessments and listing decisions under the MMPA and ESA. The government reserves the right to solicit offers based on receipt of affirmative responses to this notice, or issue a contract to the Center for Whale Research without further notice.
