Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, National Marine Fisheries Service (NMFS) located in Seattle, WA intends to acquire services for amass data, conduct analysis, design and monitor restoration projects in the John Day Basin. The period of performance is from date of award through September 30, 2008. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 234 (c) (1), Only One Responsible Source. The known source is the Eco Logical Research, Inc. 1.2 Background and Objective. The Center provides scientific and technical support to NOAA Fisheries for the management, conservation, and wise use of the Northwest region?s marine and anadromous resources. The John Day River Basin Restoration and Monitoring Group is a multi-agency group created by NOAA Fisheries in 2000 to help fund and monitor restoration efforts in the John Day River basin, a major tributary to the Columbia River. The Monitoring Group works with state, tribal and local government scientists to amass data, conduct analyses, and design and monitor restoration projects in the John Day basin. Much of the development and support of technical analyses used by the Monitoring Group is conducted by staff at the NWFSC. The Monitoring Group has determined that a critical need for the John Day River basin is stream specific estimates of adult steelhead spawning escapement and juvenile abundance. Using a probabilistic sampling design to estimate adult steelhead escapement in basins such as Murderers Creek will allow for determination of habitat productivity. That is, work determining adult abundance can be coupled with work determining juvenile abundance, thus allowing for determination of juveniles per adult, which is a true measure of salmonid productivity from that stream. Eco Logical Research is the regional expert in coordinating restoration and monitoring efforts in the John Day River basin as part of the John Day River Basin Restoration and Monitoring Group, a multi-agency group created by NOAA Fisheries in 2000. This work allows continued monitoring long-term trends in salmonid abundance in the John Day River basin and to assess any changes in salmonid abundance that result from restoration efforts. This is not a request for proposals and there is no solicitation available at this time. The government reserves the right to solicit offers based on receipt of affirmative responses to this notice, or issue a contract to the Eco Logical Research, Inc. without further notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
