- Description
- The project consists of the fit-out of existing shell space in Building 50 at the Jefferson Laboratories Campus, Jefferson, Arkansas. The base scope consists of approximately 20,000 SF of fit out (2 floors each at approximately 10,000 SF). Services will include the fit of floors 2 (archive area) and 5 (office space) and various options for work up to and including fit out of floors 3 and 4 for office space. Floors will include offices and office support spaces, conference rooms, restrooms, and building support spaces such as mechanical, tele/data and electrical rooms. This project requires LEED (Leadership in Energy and Environmental Design) certification. The solicitation will be awarded based on best value; therefore, proposals will be evaluated on technical merit and cost effectiveness. Technical/management and past performance criteria are of equal importance to one another. Technical evaluation criteria are: 1. Technical/Management a. Demonstrate ability to manage projects of similar size and complexity. (i) Work and schedule plans (including finalizing drawings and construction project phasing). (ii) Project staffing plan (including key personnel: project manager and superintendent, LEED certification if any). (iii) Team experience (iv) Strategy of obtaining resources and working in difficult situations. (v) Quality control (vi) Plan for LEED certification of the project. b. Demonstrate technical experience of projects of similar size and complexity (i) General Contractor (ii) Sub Contractor 2. Past Performance a. Construction experience on similar projects of similar size and scope. (i) Elaborate on projects that have been completed in the last 3 years. (ii) Provide references that may be contacted. (iii) Provide any LEED experience. Technical/management and past performance are approximately equal in importance to cost or price in determining the best overall value to the Government. This procurement will be set aside for small business concerns. The applicable North American Industry Classification System (NAICS) code is 236220: Commercial and Institutional Building Construction and the Small Business Size Standard is $31.0 M. The period of performance is 365 calendar days after issuance of the Notice to Proceed. The Magnitude of project is between $1 million and $5 million. The resulting contract will be a firm-fixed price. The anticipated release date of the RFP is on or about May 11, 2007. Drawings and specifications will be available on CD. Pre-Proposal/Site Visit for interested vendors will be held on site in Jefferson Arkansas approximately 2 weeks after release of RFP.
