- United States Special Operations Command (USSOCOM) intends to negotiate and award a sole source contract to Raytheon Network Centric Systems, Integrated Communications Systems, 1010 Production Road, Fort Wayne, Indiana 46808-4106 for the production of the Rugged Embedded National Tactical Receiver (ENTR) Device (RED). The North American Industry Classification System Code (NAICS) is 334290 with a small business size standard of 750 employees. This is a follow-on sole source contract to Raytheon, whose research and development is at a stage of maturity that will allow for implementation and integration in a timeframe that will satisfy user requirements necessary to immediately deploy this highly specialized technology to the field. Raytheon is the original developer of the RED hardware and software that is required to satisfy this procurement action, which includes some proprietary hardware. This action will result in a new contract award for the production of up-to 310 RED units. Authority: This procurement action is being pursued based on the authority provided at Title 10 US Code 2304(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements IAW FAR 6.302-1(a)(2)(ii). Raytheon is the only known source that can produce the RED 1) in the total number of units required, 2) in the timeframe required, and 3) can produce a unit at the required level of technology that will fully satisfy user needs. Description: The RED technology produced by Raytheon fills a current gap in mission capability by replacing obsolete and aging legacy Multi-mission Advanced Tactical Terminal (MATT) and Briefcase MATT (BMATT) Integrated Broadcast Service (IBS) receiver systems. The requirement for RED is based on the MATT Joint Operational Requirements Document (JORD) and other USSOCOM host systems/platforms requiring IBS data, including Joint Threat Warning System, MK V Special Operations Craft, and Common Avionics Architecture for Penetration Enhanced Situational Awareness, and Tactical Local Area Network.
