- NASA/GRC has a requirement for an upgrade to an existing GRC SPECS Scientific Instruments MCD-9. NASA/GRC intends to purchase the upgrade from SPECS Scientific Instruments, Inc. The upgrade needs to be purchased solely from SPECS Scientific Instruments because of their unique ability to provide a proprietary upgrade module guaranteed compatible with existing government owned SPECS Scientific Instruments equipment. This procurement upgrade includes installation, testing and technical support, which is unique to SPECS Scientific Instruments. The sole source is under the authority of FAR reference 13.106-1(b)(1) only one responsible source and no other supplies or services will satisfy agency requirement. The Government intends to acquire a commercial item using FAR Part 12. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) in FAR Part 13. Organizations that believe they are capable of performing the described work may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30pm local time on 7/5/07. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
