- Description
- The Naval Surface Warfare Center, Panama City, FL (NSWC PC) intends to award a sole source firm fixed price contract to Dowty Propellers-Americas, 114 Powers Court, Sterling, VA, 20166 for two (2) each Landing Craft Air Cushion (LCAC) Control Module Bench Testers, Part Number DE4180. This purchase is unsuitable for full and open competition for the following reasons. Dowty Propellers developed the control module bench tester to provide a troubleshooting capability for the LCAC. This Control Module Bench Tester allows the ACU personnel to test a suspect control module prior to supply system turn-in to confirm the operability or inoperability of the module. The LCAC propeller system is a proprietary design, owned solely by Dowty Propellers. No other manufacturers are permitted to develop components for the LCAC propeller system other than those identified by Dowty. The Control Module Bench Tester must interface with the electronic control boxes that operate the prop eller pitch system of LCAC. This requires proprietary control software that is owned by Dowty. As the sole developer of this tester, Dowty Propellers is uniquely qualified to provide these items. Award will be based on the written proposal. Delivery will be to the Naval Support Activity-Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. Anticipated award date will be on or about July 16, 2007. NAICS Code 334515 applies. PSC is 6625. SBA Size Standard is 500 Employees.
