The solicitation will be available at http://ideasec.nbc.gov on or about July 12, 2007. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. Description: "Lincoln Circle East Plaza Barrier System" National Mall and Memorial Parks, District of Columbia. Solicitation Number N3059070907. The National Park Service requires a firm, fixed-price construction contract to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the above named project. The work consists of the general construction of the Lincoln Circle East Plaza Barrier System and Pedestrian Plaza upgrades. 1. The project will install a vehicle barrier system along the perimeter of the Lincoln Memorial. 2. The existing asphalt road surface will be removed and replaced with precast concrete pavers. 3. The historic curb line will be preserved and resorted as required. 4. Adjacent sidewalks will be removed and replaced. 5. Necessary and appropriate drainage structures will be installed. The NAICS code for this project is 237310 and the small business size standard is $31.0 million. Contract duration is approximately 180 calendar days following notice to proceed. The price range for this contract is estimated between $2,000,000 and $4,000,000. This procurement is a Request for Proposals (RFP) and is subject to the provisions of Federal Acquisition Regulations (FAR) Part 15, Contracting by Negotiation. All prospective offerors are encouraged to visit the site located at the Lincoln Memorial, National Mall and Memorial Parks. This location is in the District of Columbia. Project work will be constructed between approximately November 1, 2007 and June 30, 2008. The immediate area of construction will be closed to the public; however, the contractor will be required to maintain safe public access to the Lincoln Memorial throughout the construction process. Public access shall conform to the Americans with Disabilities Act accessibility guidelines. Storage areas and contractor lay down areas will be designated by the park. Responses will be due approximately 30 days following issuance of solicitation. Search by referencing the solicitation number (above), Department of the Interior, National Park Service. Responses from offerors will be accepted at the address listed in the solicitation in hard copy with the manual signature of the authorized company official. Facsimile offers shall NOT be accepted.
