Description
DESCRIPTION - This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular (FAC). The solicitation number for this request is 201817R030, and the solicitation is issued as a Request for Quote (RFQ) Brand Name or Equal 52.211-6. This acquisition is set aside for small business but quotes from large businesses are still be taken due to this being a brand name or equal. This solicitation is identified as "Brand name or equal", the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or perfomance characteristics that "equal" products must meet are are specified in the solicitation. To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- 1. Meet the salient physical, functional, or performance characteristic specified in this solicitation; 2. Clearly identify the item by- i. brand name, if any; and ii. make or model number.; 3. Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive date or information available to the Contracting Officer; and 4. Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearlyshow the modifications. The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitati0on. The NAICS 221310 with a size standard of $6.0 million. The U.S. Fish and Wildlife Service encourages the participation of small, disadvantaged, and women-owned businesses. The U.S. Fish and Wildlife Service, Bosque Del Apache National Wildlife Refuge, Socorro County, San Antonio, New Mexico has a requirement for the following item: "Langemann Gate (16.0 feet x 6.0 feet, 4.6 feet) Solar Powered 12Vdc" 3CR12 Stainless steel frame, gate leaves and side plates. 3CR12 Stainless steel with Amerlock 400 epoxy coating electrical/mechinical enclosure. Side seals-gate to side plates Vertical rising mast. Waterproof roller chain in an omega configuration. Nord helical worm speed reducer. 1/4 HP - 12 Vdc motor Electrical inculdes ammeter, limit switches, overload relay switches, fuse and terminal blocks. Two Group 27 Deep Cycle RV batteries to be supplied by others. Assembled ready for installation. Include shipping in the total price. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. Offeror(s) proposing alternative types/brands than those indicated bear the burden of proof that an item is in fact equal or better. PLACE OF PERFORMANCE - Bosque Del Apache National Wildlife Refuge , Socorro County, San Antonia, New Mexico 87832. LEGAL OBLIGATIONS - The contractor shall be responsible for the observance of all applicable Federal, State, and local laws governing this work and for implementing, installing and maintaining any required management practices. RULES AND REGULATIONS - The contractor shall deliver in the conformance with such appropriate Refuge regulations as the Manager may prescribe, and shall also conduct the operation as not to interfere with or endanger the ordinary use of structures, roads, utilities, and other Refuge facilities. Equipment operations and materials shall be confined to the limits defined by the U.S. Fish and Wildlife Service. Special attention should be given to the protection of facilities, wildlife and vegetation adjacent to the delivery areas.
