- BEST VALUE CONSTRUCTION CONTRACT Request for Proposals will be received by the Purchasing and Contracting Office, Military Department, State of Wyoming, Cheyenne, Wyoming, 82009 for an Army Aviation Support Facility (AASF) located on Francis E. Warre n Air Force Base, Cheyenne, Wyoming on or about July 25th 2007. All construction shall comply with International Building Code (IBC) guidelines and National Guard Bureau (NGB) design guidelines for Army Aviation Support Facilities. The project magnitude is $25 to $100 million dollars (FAR 36.204). Work will be performed in accordance with plans and technical specifications. This project is being solicited on an UNRESTRICTED basis. The North American Industry Classification (NAICS) Code is 237990 and the Size Standard for Small Business is $28.5M of average annual receipts for the past 3 years. Award will be unrestricted and is being made pursuant to the Small Business Competitiveness Demonstration Program (ref. FAR 19.1007(a)(2)). Notice of Price Evalua tion Preference for HUBZone Small Business Concerns in accordance with FAR 52.219-4, is applicable.
