Description
This is a solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation, Part 12. This announcement constitutes a Request for Quotation; proposals are being requested. Solicitation number F3HSK17066A200 is issued as a request for quotation. Funds are currently available. Quotations must be valid until Friday, August 31, 2007. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. The North American Industry Classification System (NAICS) code is 335999. The business size standard is 500 employees. Offutt AFB intends to issue a Request for Quotation (RFQ) for the Modification of a UPS system: The contractor will supply all parts, materials, supplies, labor and personnel required to reconfigure the Building 501 Room U146 UPS from dual-redundant to independent modules. The existing U146 UPS is a two module Power ware 9315-160 dual-redundant UPS with a 208V parallel tie cabinet. The parallel tie cabinet supplies 480V Panels NA and NB via two 208V wye ? 480V wye step-up transformers. Existing power cables are run in cable tray. The contractor shall replace the parallel tie cabinet with two new static switches. Connect the 480V input of the static switches to the 208V output from each module via the step-up transformer. Connect the output of the static switches to Panels NA and NB. All work shall comply with the 2005 National Electrical Code. The contractor shall upgrade the two Power ware 9315-160 modules from 130KVA to 160KVA and provide and install a new sync control to keep the modules output synchronized. Connect the sync module to each UPS unit. The new static switches shall be rated 250A 480V, Liebert STS2 or approved equal. Add the static switches to the existing WebCTRL facility monitoring system. Building 501 is located within a security island on Offutt AFB. Access is difficult and time consuming. Escort is required within Building 501. Contractor must provide escorts or have employees with access. Trucks may not park at the dock except during loading and unloading .Additional notes: One UPS will be taken offline at a time. Based on this scheme, only one maintenance bypass operation will be needed for equipment isolation. The maintenance bypass will last no longer than one day. The contractor will furnish two (2) employees with escort capability to Building 501 .Currently a Modbus Controller is utilized to transfer data from the Power ware units to the monitoring network via a RS485 output. The new Static Switches will be equipped with a Modbus card that will be connected to the Modbus Controller for monitoring purposes. Programming will also be included for the new Static Switches. The Sync Module will not be monitored. The contractor will utilize the access hatch in the room for equipment removal/replacement. Due caution and care will be utilized in regards to the grounds (grass, landscaping, etc.) and sprinkler heads. The contractor will coordinate with the government, using adequate advance notice, for the use of the access hatch due to security regulations and restrictions. Contractor must be registered in Central Contractor Registration (CCR) prior to award. If not already registered in CCR, go to WWW.CCR.GOV to register prior to submitting quote.
