- Performance Decision Notice. In accordance with the procedures specified in OMB Circular A-76 (revised May 29, 2003), the U.S. Department of Labor has completed an A-76 Competitive Sourcing standard competition of the Bureau of Labor Statistics' Economists and Technical Writers functional area, involving approximately 51 FTE positions located in Washington, D.C. This competition was originally announced on June 28, 2006. On June 25, 2007 the Standard Competition Form (SCF) was certified by the Agency Tender Official, the Source Selection Authority, and the Contracting Officer. As a result of this public-private competition, it has been determined that the workload will remain in-house, performed by the Governments Most Efficient Organization.
