- Pursuant to OMB Circular A-76, public notification was made on March 30, 2007 to announce a streamlined competitive study for the Human Resources support function, Office of Human Resources Division. ATF has completed a steamlined competition for these services in accordance with OMB Circular A-76. On June 21, 2007 the streamlined competition form (SLCF) was certified by the agency and the Contracting Officer indicating the study was completed. As a result of this study, performance of these functions will remain in house, performed by the Government's Most Efficient Organization (MEO). Based on this decision, the Contracting Officer will execute a Letter of Obligation (LOO) with the senior responsible for performance of the function. In accordance with revised OMB Circular A-76, effective May 29, 2003, no party may contest any aspect of this streamlined competition.
