THE STATEMENT OF WORK IN THE ORIGINAL COMBINED SYNOPSIS/SOLICITATION IS DELETED AND THE FOLLOWING IS TO BE USED. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EA1330-07-RQ-0430. The U.S. Dept of Commerce, NOAA Ship RONALD H. BROWN, 439 West York Street, Norfolk, Virginia has a requirement for #1 and #5 Diesel Engine Emergency Repairs in accordance with the following Statement of Work ? 1 JOB: l.0 ABSTRACT 1.1 This item describes the trouble shooting and repair of the #5 diesel generator engine and the renewal of a camshaft on the #1 diesel generator on board the NOAA Ship RONALD H. BROWN. 2.0 REFERENCES/ENCLOSURES 2.1 REFERENCES: None. Refer to manufacturer?s latest parts publication and manual for this engine series and serial number. 3.0 ITEM LOCATION/DESCRIPTION: 3.1 Location: Generator Room 3.2 Description: 3.2.1 No. 5 Diesel Generator CAT 3508, S/N 23Z05684 KATO Generator, 750 KW 3.2.2 No. 1 Diesel Generator CAT 3516, S/N 25Z04096 KATO Generator, 1500 KW 4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES: 4.1 Government Furnished Material: 4.1 Camshaft part numbers OR3498 and OR3496. 4.2 Government Furnished Services: None. 5.0 NOTES: 5.1 The Contractor shall comply with all requirements of the vessel?s equipment tag out program prior starting work. 5.2 Prior to the start of work, the Contractor shall contact the Chief Engineer to coordinate the implementation of the Tag Out Program for the entire performance period of this item. The Prime Contractor shall be responsible for compliance by both prime and subcontractor personnel. 5.3 The ship?s force will drain and dispose of the jacket water and other fluid as required from the engine and will provide and fill the engine with fluids after repair work is complete. 6.0 QUALITY ASSURANCE REQUIREMENTS: 6.1 All work is to be inspected and approved by the ship?s chief engineer. 7.0 STATEMENT OF WORK REQUIRED 7.1 Provide all labor, material, equipment, tools, staging, shop facilities, rigging, transportation, required to accomplish work in this item. Remove and reinstall interferences as necessary to complete the work outlined in this specification. The ship?s crane will be available to load and unload parts and tools to/from the pier. 7.1.1 All work accomplished in this work item is be accomplished by certified Caterpillar Diesel Mechanics only. 7.2. Trouble shoot the #5 Diesel Generator. Suspect problem with the front and rear accessory drive train. When crankshaft is turning over, the fresh water pump, oil pump on the front accessory group is not rotating, and the camshafts are not rotating, which is driven by the rear accessory drive. 7.2.1 Disassemble the front and rear drive trains and open and inspect. 7.2.2 Note that this will require the removal of the jacket water expansion tank and on the front of the engine to gain access to the front accessory group. 7.2.3 Note that this will also require that the engine be disconnected from the generator and rigged aft away from the generator to gain access to the rear accessory drive. The generator is a one bearing unit, so the generator will need to be supported on the driven end while it is detached from the engine. 7.2.4 Submit condition report with findings and recommendations. Additional labor and parts to make repairs will be addressed as a change order to the contract. 7.2.5 Upon completion of repairs, reassemble the engine, align the engine to the generator, and prepare the engine in a ready for operation status. 7.2.6 Contractor is to provide all gaskets, seals, O Rings, sealant, etc. required for reassembling the front and rear accessory drives. 7.3 Accomplish repairs the No. 1 Diesel Generator. The ship?s No. 1 Diesel Generator recently experienced a failure in which the #3 and #13 cylinder camshaft exhaust lobes are damaged. 7.3.1 Accomplish all work necessary to remove the existing camshaft sections and install new camshaft sections provided by the Government. The camshaft is a bolted, two section camshaft. 7.3.4 Renew the lifter assemblies with new assemblies for all cylinders on that side of the engine. 7.3.5 Inspect the camshaft bearings, provide condition report. 7.3.6 Renew the head assembly, valve bridge assembly, rocker arm, valve guide, and push rod, and roller assembly on the #3 cylinder. 7.3.7 Upon complete reassembly of the engine, set and adjust all valves and injectors. 7.4 Conduct operational testing of the engines after repairs with the assistance of the crew. 7.5 Provide a final as released repair report for each engine stating what work was performed and the results of the operational testing. END OF SPECIFICATION Delivery is required F.O.B. Destination to NOAA Ship RON BROWN, GALVESTON, TEXAS during the period July 6-10, 2007. The vessel is not available for an inspection prior to submitting a quotation. Technical questions maybe directed to Jamie LeCompte at 843-297-3426. This procurement is being solicited as unrestricted and full and open competition. The resulting purchase order will be negotiated as a firm-fixed price Purchase Order. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. The FSC for this is J998 and the NAICS Code is 811310, small business size standard is $6.5 million dollars. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. FAR 52.212-1 Instructions to Offerors-Commercial Items applies. FAR 52.212-3, Offeror Representations and Certification?Commercial Items (Nov 2006) --Offerors must include a completed copy of its provision with their offer or complete only paragraph (j) of the provision if the offeror has completed the annual representation and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website; the offeror shall complete only paragraphs (b) through (i) of this provision; FAR 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Mar 2007) applies and the following additional FAR clauses cited in the clause at paragraph (b) are applicable to this acquisition, as such consider the following clauses checked, (15), (16), (17), (18), (24), (27) and (32).
