- NOTICE OF INTENT TO SOLE SOURCE: USDA, ITS Contracting Team intends to negotiate with Fishnet Security to provide Nokia hardware, software upgrades, Fishnet Gold Support and maintenance under the authority of FAR 13.106. This sole source determination is based upon the following: Fishnet currently provides service including their Gold Support to USDA. Fishnet Security will offer USDA substantial credits for upgrading our current support package making Fishnet a best value provider for this requirement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however responses received by July 5, 2007 will be considered by the Government in regards to if a competitive procurement would be in the best interest of the Government.
